He appears to be targeting the younger voter:

    Actually, our Governor has a lot of the same attributes of Cartman- same manipulative type of person with no real regard for who he hurts, but isn't smart enough to pull off his many schemes without looking ridiculous. And also seems to be constantly trying to get revenge on someone who laughed at him in an earlier part of his life.

    The cartoon is spot on.
