    Poor messaging. "Throw...under the bus" is a slang term used almost exclusively by legislative staffers moonlighting as campaign managers. It has little or no meaning to the typical voter. Even "put grandma on an ice floe" would be more effective. Lazy, self-indulgent and otherwise crappy work like this goes a long way toward explaining why we've been losing the battles and the war.
